• Problem: p402 (#484) captures per-interaction Service Records but has no aggregation, no reputation score, and no discovery, and no external demand flows into it today.
• What will be built: a privacy-preserving agent reputation and discovery layer built directly on p402, fed by a cross-chain x402 on-ramp (consuming the facilitator #78 and MPP #116), shipping an open SDK and a ranked discovery/query API.
• Value: turns p402 from a record store into a reputation asset, and gives regulated institutions auditable-but-confidential agent trust that public reputation ledgers cannot provide.
