Summary

The problem: validators on the Canton Network can get stuck in a traffic deadlock. An active validator drains its purchased traffic and can't recover on its own. Today only a provider with access to another validator executing a manual interventions can bail them out, leaving most operators without a reusable fallback.

What will be built: FCS will build, audit, and maintain an open source reference app that lets any CC holder connect a CIP-0103 wallet and acquire traffic to fund or restore a validator's traffic balance, with a calculator, participant/party resolution, testing across three non-custodial wallets, an external audit, a MainNet launch, a Stripe/onramp feasibility verdict, and six months of application maintainence with monthly reporting.

Expected ecosystem value: it gives any validator operator or sponsor a standard, self-service, non-custodial way to bootstrap or recover a validator's traffic without relying on a other provider's private tooling, while producing reusable artifacts (open source code, an operator/deployment guide, and a multi-wallet compatibility matrix) that lower onboarding friction network-wide, complementing existing Dev Fund work on traffic accounting and the dApp SDK.
