Summary
BitDynamics requests 1,200,000 CC for targeted improvements to core Splice workflows, covering Development Fund coupon controls, CC and minting allowance burns, traffic-cost monitoring, Token Standard traffic purchases, scalable SV onboarding, migration-ID removal from agreed APIs, and SV sequencer-connection defaults.
The work strengthens shared infrastructure used by SV operators, validators, wallets and applications, with contributions submitted upstream to canton-network/splice under RFP 06 — Continuous Resilience & Scaling Improvements on the Global Synchronizer.

Notes for Reviewers
The scope was developed in collaboration with the Splice maintainers. Delivery windows include implementation, upstream review and MainNet release coordination. Milestones are complete when their in-scope pull requests are reviewed and accepted by the Splice maintainers, with payments subject to Voting Committee acceptance.
The request includes retroactive funding within Milestone 1 for Development Fund coupon controls and DvP and preapproved CC transfer traffic-cost monitoring already merged upstream. These contributions are included in the 1,200,000 CC total. Material scope changes and any resulting timeline pauses will be mutually agreed as described in the proposal.
