Total Funding Request: 10,300,000 CC for the first 12 months (8,500,000 CC delivery across M1-M6, plus 1,800,000 CC service and maintenance for year 1, paid quarterly at 450,000 CC)

Summary

Every validator operator, app provider and Super Validator on Canton earns Canton Coin and pays network fees every round, and today none of them can close their books without a CSV export, a spreadsheet and one person who knows the formulas. OS Ledger is a finance-close stack for Canton that turns ledger activity into balanced double-entry journal entries with a controlled month-end close, an audit trail back to the originating on-chain update, and on-ledger attestation of each approved entry as a Daml contract. This proposal funds releasing the stack under Apache 2.0, completing period-level attestation with an independent verifier and GL exporters, and operating a subsidized managed service so validator operators can adopt it without running finance infrastructure themselves.

Supersedes #798 and #799, which were auto-closed under the retired champion check.
