Note: This supersedes closed PRs #625 and #911. It integrates all requested architectural feedback from the Tech & Ops Committee (@nycnewman) regarding Daml SDK 3.5.16, Ledger API v2, the Pre-Ledger Edge Execution risk model, and aligns directly with Dev Fund 2.0 RFP routing.

Development Fund Proposal Submission

Proposal file: /proposals/2026-07-aethernet-quas-pqc-settlement.md

Summary

AetherNet (Quantum Universal Agentic Substrate) is an architecture-agnostic, model-agnostic Pre-Ledger Execution Gateway designed to secure autonomous AI agent transactions. Operating across bare-metal Rust Trusted Execution Environments (supporting x86 Intel TDX/AWS Nitro, ARM CCA, and open RISC-V Keystone enclaves), AetherNet enforces NIST FIPS-203/204 post-quantum cryptography, contains rogue agent decisioning, and routes cryptographically validated mandates into Canton Ledger API v2 using Daml SDK 3.5.16.

Notes for Reviewers

This proposal has been heavily revised to address technical feedback from the Tech & Ops Committee:

  1. Pre-Ledger Execution Risk Model: Fully clarifies that AetherNet does not alter Canton's internal consensus or non-mempool topology; it operates exclusively as an off-ledger execution perimeter mitigating pre-ledger quantum exposure (HNDL), prompt injection/hallucinations, and semantic context leakage.
  2. HNDL Enterprise Value Scope: Specifies long-tail confidentiality requirements for enterprise assets migrating to Canton (e.g., tokenized RWAs under Canton PCP and HIPAA-regulated healthcare claims).
  3. M2M Institutional Rails vs. x402: Contrasts consumer-grade micropayment protocols (x402) with AetherNet's Turing-complete AP2 escrows and Canton sub-transaction privacy.
  4. Agent DID to Daml Party Mapping: Outlines the 4-stage identity translation from off-chain FIPS-204 signatures and hardware attestation quotes to Canton Ledger API v2 Party submissions.
  5. Target Infrastructure (Daml SDK 3.5.16): Smart contracts are refactored around an extensible CurrencyRegistry factory pattern targeting Daml SDK 3.5.16 and Ledger API v2.
