Summary

CIP-0104 is the SV-approved standard for traffic-based app rewards. The original activity-record and reward computation was built under the earlier Dev Fund grant but never enabled on MainNet. This proposal funds implementing the CIP-0104 Amendment (TBAR v1.1) in Splice to align with Featured App Guidance 2.0, enabling it on MainNet, and Obsidian’s ongoing maintenance of that code.
