Publish protocol and Daml-LF compatibility

This pull request publishes which Daml-LF versions each Canton protocol version accepts, on the version compatibility dashboard and the releases page, generated from the latest public release of each supported Canton minor line. Local runs of Canton 3.6.3 and 3.5.19 confirmed every row.
