CIP-0019: Add 7RIDGE as a T1 (weight 10) Super Validator.

This Canton Improvement Proposal aims to add a new entity, currently referred to as 7RIDGE, as a Tier 1 Super Validator with a weight of 10, which will be represented by a newly formed company held by a 7RIDGE managed fund. The addition of 7RIDGE will increase the Foundation node's weight to account for the new Super Validator, with 7RIDGE initially joining the launch on the Foundation's multi-tenant node and later taking over operations of its own Super Validator. The proposed changes will result in an updated weight distribution among the Super Validators, with the Global-Synchronizer-Foundation node's weight increasing to 44.0000 to reflect the addition of 7RIDGE.
