CIP-0024: SVs and Validators can earn SV reward weight when bringing Validators or apps to the Canton Network

The Canton Improvement Proposal (CIP) aims to amend the referral reward program established in CIP-0007, which provides incentives for Super Validators and Validators to bring new apps and Validators to the Canton Network. The proposed changes include revising the deadlines and clarifying the terms of the referral rewards, which are intended to encourage early participation and adoption of the Network. By passing CIP-0024, the referral reward program will be updated to better reflect the current state of the Network and provide a more fair and effective incentive structure.
