Summary
Stratalink Labs proposes the first liquidity verification oracle on Canton Network - open-source Daml contracts (Orchestrator, AttestationRequest, Attestation, compliance observer) that enable institutional participants to verify real, tradeable market liquidity within on-ledger settlement workflows. Joint delivery by IntellectEU and Stratalink. 518,000 CC grant request over 8-10 calendar weeks / 4 sprints (M1: 104k CC build, M2: 181k CC build + adoption, M3: 233k CC adoption-heavy). Adoption criteria for M2/M3 revised following Tech & Ops Committee feedback from the Redstone Caps proposal review - single-transaction proof replaced with sustained, multi-party usage windows (M2: 6 attestation requests across 2 external parties over 2 weeks; M3: 30 attestation requests from a third-party integrator over 4 weeks), named production dependency commitments from institutional participants (rather than generic LOIs), and a committed MainNet volume target (50 attestations/week across 3 institutional consumers by day 60). A new post-grant performance bonus structure ties additional reward to sustained real-world usage, mirroring the delivery/adoption split the Committee has requested across proposals. CC funding repriced to reflect the 5 August 2026 CC/USD rate ($0.1036, Temple Digital), following Committee discussion on price volatility handling - underlying £40,000 request is unchanged, with a revisit clause allowing repricing by mutual agreement within 3-6 months. Added an explicit "Open Source Scope & Reproducibility" section (Section 2) clarifying what is open-sourced (Daml contracts, Oracle Adapter Interface Specification, technical documentation, operational runbook, Docker images) versus proprietary (the PoLi scoring engine methodology) - this formalises in writing the distinction discussed with Ali, confirmed with Jonathan Mayeur. The grant-funded scope remains exclusively the open-source Daml contract layer and reference implementations - no proprietary computation is deployed on-ledger. All contracts will be published under Apache 2.0.
