Summary

This PR adds a formal Development Fund proposal for a standalone SV governance dApp that decouples non-operational governance voting from SV node operations while preserving the current one-vote-per-node model. The proposal covers the required Daml/CIP changes, CIP-103-compatible external signing through the Canton wallet stack, staged deployment packaging, funding, acceptance criteria, and rollout readiness.

Notes for Reviewers

  • The proposal is intentionally narrow: it focuses on separating non-operational governance voting from node automation and does not attempt a broader governance redesign, tokenomics change, or wider stakeholder voting model.
  • The total funding request is 2,500,000 CC. Of that amount, 2,000,000 CC is tied to implementation milestones and 500,000 CC is reserved for upstream architectural and technical design consulting that de-risks the CIP, Daml design, and integration path.
  • The rollout model is conservative by design: SV-operated, packaged alongside existing SV node infrastructure, one vote per node, and staged rollout alongside the existing SV UI.
