Summary

  • Updates proposal status to Approved (merged via #223 on 2026-05-06)
  • Revises Milestone 1 to defer activation of the operational/governance vote split
  • Phase 1 now commits to configurable Daml template infrastructure and CIP documentation, with status-quo voting behavior preserved until a follow-on CIP reassigns vote types

Context

Per discussion with @waynecollier-da and @isegall-da, Phase 1 should dAppify the current on-chain voting process without routing votes by category in production or the UI. The split concept remains in templates for a future configuration change.
