This supersedes #636. That PR carried the same proposal under proposals/ and was closed by the champion check at open. Per the rfps/ README, RFP-aligned proposals are submitted under their roadmap category, which is where this file now lives. Two things changed in the text since #636: 30% of the request (360,000 CC) is now payable only per verified independent operator under a new Milestone 5, and the development base is 840,000 CC across the four engineering milestones.

Summary
Canton has trading venues but no open trading layer: liquidity and activity reach them only through manual interfaces or private in-house tooling, and nothing lets software quote, execute, and risk-manage across venues. This proposal generalizes, open-sources, and maintains an algorithmic trading toolkit that already runs against four Canton venues covering three market structures, adding a reference liquidity-bot engine and an agent execution interface with enforced risk caps. The value is a reusable component rather than a one-off integration: the same client serves every venue on the network, which is what RFP 13 asks for, and the Foundation has already verified another grant's milestone by running this toolkit's own integration report.
