CIP-0018: Add Tradeweb as a T1 (weight 10) Super Validator

This Canton Improvement Proposal, CIP-0018, aims to add Tradeweb as a Tier 1 Super Validator with a weight of 10, increasing the Foundation node weight to account for Tradeweb's participation. Tradeweb will initially join on the Foundation's multi-tenant node and later take over operations of their own Super Validator after launch, with 10 weight of the total Super Validator minting weight designated to them. The proposal adjusts the weight distribution among Super Validators, with the Foundation node's weight increasing to 34 to accommodate Tradeweb's addition.
