CIP-0020: Update and Refinement to CIP-0002

This Canton Improvement Proposal aims to reduce the read scaling factor from 200 basis points to 4 basis points, lowering the charge for delivering messages to recipients. The proposed change is intended to alleviate the current fee structure that is blocking new nodes from joining the network, as the cost of publishing vetting information to existing participant nodes is using up the free tier. By reducing the read scaling factor, Validators will be able to continue joining the network without being hindered by excessive costs.
