CIP-0014: Complete additional enhancements to the Scan API to facilitate tax accounting

This Canton Improvement Proposal (CIP-0014) aims to implement API changes to enhance the Canton Coin Scan API, allowing for more precise accounting of pending locks, holding fees, and Canton Coin burns. The proposed changes would be made available to Super Validators on June 10th, 2024, and if approved, would lead to a revised launch timeline with a target go-live date of June 25th, 2024. The approval of this proposal would require a two-thirds majority vote from the Super Validators, and if successful, would initiate the final nine-day launch process on June 18th, 2024.
