CIP-0036: Add Kiln as a Tier3 SV (Weight 1)

The Canton Improvement Proposal aims to add new Super Validators to the Canton Network, including Lukka and Strange Pixels, to improve decentralization and resiliency. Lukka will provide on-chain AML monitoring, while Strange Pixels will offer to operate Super Validators for other Super Validators, increasing the operator pool and reducing coordination overhead. The addition of these new Super Validators is expected to support institutional participants and improve the overall security and functionality of the Canton Network.
