CIP-0039: Add Copper Clearloop as a Tier3 SV (Weight 1)

The Canton Improvement Proposal (CIP) aims to add new Super Validators to the Canton Network, including Lukka and Strange Pixels, to enhance the network's decentralization and resiliency. Lukka will provide on-chain AML monitoring of Canton Coin transactions, while Strange Pixels will offer to operate Super Validators for other Super Validators, improving the network's overall security and reliability. The addition of these new Super Validators is expected to increase the network's minting weight and improve its ability to support institutional participants.
