CIP-0040: Add Deribit as a Tier3 SV (Weight 1)

The Canton Improvement Proposal aims to add new Super Validators to the Canton Network, including Lukka and Strange Pixels, to enhance the network's decentralization and resiliency. Lukka will provide on-chain AML monitoring, while Strange Pixels will offer Super Validator operation services to other validators, increasing the operator pool and improving the network's overall security. The addition of these new validators is expected to support institutional participants and promote the adoption of Canton Coin.
