CIP-0006 and CIP-0021 called for the formation of Validator and Featured App committees

The proposed changes include adjusting the deadline for referral bonuses and clarifying the requirements for earning Super Validator reward weight, with the goal of improving network adoption and growth. By passing CIP-0024, the existing CIP-0007 will be superseded, providing a revised framework for referral rewards and incentive structures within the network.
